Purpose

These guidelines are intended to clarify parking agreements for all vehicles which wish to park within the village.

Scope

These guidelines apply to every vehicle which parks within the Narara Ecovillage including residents, contractors and visitors.

This guideline outlines parking permissions and restrictions for community members, tenants, and visitors.  Please also refer to our Green Travel Plan

Allocation of car parking spaces

Annexure 1 lists out the car parking spaces which are hereby defined as Allocated Parking Spaces. These spaces have been allocated to lots where there is restricted vehicular access to the lot or where the lot cannot be accessed except by crossing over a parking space.

A lot owner, occupier or visitor to the lot owner or occupier may only park a Permitted Vehicle in their Allocated Parking Space. The Allocated Parking Space remains the property of the Community Association and the Community Association Executive Committee reserves the right to request the removal of anything other than a Permitted Vehicle from an Allocated Parking Space.

Hiring car parking spaces

An Unallocated Parking Space may be hired by a person or entity for a defined term. The Community Association Executive Committee will consider all applications for hire of an Unallocated Parking Space however they reserve the right to decline an application. The Community Association Executive Committee need to give due consideration to the following aspects when considering an application to hire an Unallocated Parking Space.

  • Demand for and number of visitor parking spaces in total around the village
  • Demand for and number of visitor spaces in the vicinity of the requested parking space
  • Applicant’s acceptance of the terms of the hire agreement (including fees and expiry)

Once a Parking Space Hire Agreement has been entered into, the specified Unallocated Parking Space will become a Hired Parking Space for the purposes of these guidelines.

The person or entity who has entered into the Parking Space Hire Agreement (or one of their visitors) may only park a Permitted Vehicle in their Hired Parking Space.

The Hired Parking Space remains the property of the Community Association and the Community Association Executive Committee reserves the right to request the removal of anything other than a Permitted Vehicle from a Hired Parking Spaces.

The CA has established the current fees for a Hired Parking Space. Members and others approved by the CA executive can apply for allocation of a car parking spot. The current rental arrangements are $70 per month for a 12-month contract and $80 month for a casual month by month contract. The CA reserves the right to not renew contracts. The CA reserves the right to change the fees at any point without notice, subject to completion of existing 12-month contracts. The CA has agreed to reserve funds obtained from these parking charges to support the Green Travel Plan.

It is important for all members to be aware of these guidelines so we don't inadvertently park, or direct a visitor to park, in someone else's allocated or hired car space.  Below is a summary of the guidelines, with links to documents you will need to hire a parking space.  

Community Parking Area (aka the Bin Enclosure) 

Commonly used for overflow parking for community events. Please do not park anything here without prior approval from the Community Association.  Email ca@nararaecovillage.com with enquiries.  

Visitor Parking Areas (marked parking spaces adjacent to the roads around the village)

Please note that whilst most marked car spaces adjacent to the road are available for casual parking by residents and visitors some 'Visitor' spaces may be allocated to lot owners or hired by members for exclusive use for a period of time.  These are to be used by Permitted Vehicles only, which refers to small to medium, uninhabited vehicles such as cars, motorbikes, caravans, campervans, trailers and trucks, whether motorised or not.

Large vehicles over 6m long, containers or other equipment, machinery or items are not Permitted Vehicles.

Allocated Parking Space 

Refers to one of the spaces in the 'Visitor' Parking Areas which has been permanently allocated to a lot due to the restricted vehicular access of that lot or to allow access to their lot.  Please refer to the Parking Guidelines for a list of Allocated Parking Spaces.  

Hired Parking Space

Unallocated Parking Spaces can be hired by a person or entity for exclusive use during a limited term.  This is required if you wish to park your vehicle in a parking space for more than 240 hours (10 days) per month.  

Current hire rates are $70 per month with a 12-month contract, or $80 per month on a casual month-by-month basis. 

To apply to hire a space complete the NEV Parking Hire Agreement and return to the Admin Officer jazz@nararaecovillage.com.

Remaining Unallocated Parking Spaces

Any defined parking space within a Visitor Parking Area which has not been designated an Allocated Parking Space or a Hired Parking Space is for visitor use only.

No Permitted Vehicles should be parked in Unallocated Parking Spaces on a regular or long-term basis as this will reduce the total parking spaces available to visitors and result in visitors resorting to parking illegally on common property or on the roads.

The Community Association Executive Committee has the right to charge a parking fee to anyone who parks a car in an Unallocated Members or lot occupiers who use a Visitor Parking Space for more than 240 hours ( 10 days ) per month . The fee charged will be equivalent to double the current fee asked to apply for a Hired Parking Space.

Signage

The CA Executive expects owners to be considerate to the needs of the community and to comply with a request to hire a parking space or arrange to park the vehicle within their lot. 

During events and Open Days, the CA reserves the right to designate Allocated and Unallocated car spaces for the use of visitors at the event. Allocated Parking Spaces and Hired Parking Spaces may be marked with a simple sign stating, “Reserved Parking for Lot XX”.

Special Purpose Parking Spaces

Mobility impaired parking spaces – no spaces have been allocated as this stage. The following options have been considered:

  • A level space on Gugandi Road near the Visitors Centre
  • The parking space on Balgara Rise closest to the accessible toilet in the Admin Building.

    The Community Association has determined to provide 2 disabled parking spots adjacent to the Admin building near the level toilet access. 

    Electric vehicle parking spaces – two car parking spaces on Balgara Rise and one in Boobok Rise have been designated as Electric Vehicle parking (and charging) spaces. Electrical Vehicles have priority. No vehicle may be parked in these spaces for more than 12 hours.can only be used for vehicle charging. 

    Car sharing scheme parking spaces –Applications for an Allocated car space will be considered on their merits. 

    Paperbark House will be considered in the futuretwo spots only have been nominated next to Admin for its residents. One will be located in Bulgara Rise and one in Gugandi Road outside the admin building. 

    Customer parking spaces – currently the parking spaces on Gugandi Road and Balgara Rise adjacent to Lot 49 33 Gugandi Rd are available for business customers, visitors, NEV members and contractors. NEV members and contractors can apply to reserve a space for a parking fee. 

    Bicycle parking – bicycles including e-bikes and tricycles are to be parked in the bike racks provided or off the road and out of any pathway

    Mobility scooter parking – will be considered in the future

    Definitions

    The term Community Parking Area, as defined in the Community Management Statement, is interpreted to mean the area otherwise known as the bin enclosure, which is commonly used for parking, especially for community events.

    The term Visitor Parking Areas, as defined in the Community Management Statement, is interpreted to refer to all marked car spaces on lot 1 adjacent to the road in various locations around the village.

    Allocated Parking Space refers to one of the spaces in the Visitor Parking Areas which has been permanently allocated to a lot due to the restricted vehicular access of that lot.

    Unallocated Parking Space refers to the remaining car parking spaces in the Visitor Parking Areas, which have not been permanently allocated to a lot.

    Hired Parking Space refers to one of the Unallocated Parking Spaces which has been hired out to a person or entity for a limited term and is not available for visitor use during the term of the hire agreement.

    Parking Space Hire Agreement refers to the contractual agreement between the Community Association and the person or entity who has hired a Hired Parking Space.

    Permitted Vehicles refers to small to medium, uninhabited vehicles such as cars, motorbikes, caravans, campervans, trailers and trucks, whether motorised or not.

    Large vehicles over 6m long, containers or other equipment, machinery or items are not Permitted Vehicles.

    10. THE COMMUNITY PARKING AREA

    10.1          The Community Association will manage the Community Parking Area comprising part of Community Property.

    10.2          The Community Association may make Rules about using the Community Parking Area that comprises part of Community Property. The Community Association may enter into agreements with third parties concerning the control, management and maintenance of the Community Parking Area.

    11. VISITOR PARKING AREAS

    11.1          The Community Association will manage Visitor Parking Areas comprising part of Community Property.

    11.2          The Community Association may make Rules about using the Visitor Parking Areas that are part of Community Property. These Rules may include granting restricted use of parts of them. The Community Association may enter into agreements with third parties about the control, management and maintenance of the Visitor Parking Areas.
